I think that the history of large congregate settings, institutions, needed more explanation in this article and to paint all congregate settings as Willowbrooks is maybe not giving us a full picture of the past. Susan didn’t mention the CMS oversight of ICFs that is now in place or why there are still groups, such as, ICF Advocates for Choice, etc. that are fighting to keep large facilities open for those needing the specialized care that may not be available in group home settings even with caring staff. Nonetheless, this article did touch on promising new initiatives, and I acknowledge that all are better served by having these choices.
